The independent KICKSTER FuelEU Marketplace has released its first FuelEU Readiness Assessment, marking a significant milestone in the European Union’s decarbonisation strategy for the shipping sector. During the 2025 reporting period, comprehensive monitoring of onboard fuel consumption and energy use set the stage for the first compliance cycle under the FuelEU Regulation.

Compliance Monitoring and Results

According to information released by the European Commission and the European Maritime Safety Agency (EMSA), from January to March 2026, over 13,000 FuelEU Maritime reports were scrutinized. Notably, more than 12,000 of these reports, accounting for over 90% of the operational fleet, were classified as satisfactory. Approximately 90% of the vessels participated in the pooling mechanism, demonstrating robust industry involvement and the critical role of flexible compliance options included in the Regulation.

KICKSTER Assessment Methodology

KICKSTER’s independent assessment evaluated the public EU MRV dataset to ascertain relative FuelEU readiness among the European fleet. The analysis sought to identify operational characteristics and compliance readiness where ship-level data were unavailable within the EU MRV data framework. A new metric, the FuelEU Readiness Proxy, was developed, which combines technical efficiency (EEXI) and operational CO₂ intensity per transport work using a weighted score, thus enhancing performance benchmarking.

The proxy analysis included 8,973 vessels that met eligibility criteria, after excluding incomplete records and statistical outliers. The highest 1% of each variable was disregarded to minimize reporting anomalies. The analysis concluded that 3,632 vessels, or 40.5%, were categorized as having minor or major relative risk deficits, aiding operators in recognizing areas for improvement without implying verified regulatory failures.

KICKSTER CEO Pietro Valaguzza emphasized that the first year of FuelEU Maritime has proven that digitalisation, transparency, and collaboration are essential for compliance. The introduction of the FuelEU Readiness Proxy serves as a complementary tool for shipowners and charterers to gauge their fleets’ performance and identify optimization opportunities.
