The Government of India has introduced mandatory electronic submission of FAL (Facilitation of Maritime Traffic) forms through the Maritime Single Window (MSW) system, effective June 15, 2026. This directive, outlined in DGS Circular No. 29 of 2026 from the Directorate General of Shipping, aims to enhance the efficiency of maritime operations and streamline the documentation process required for vessel clearance.

Importance of the Maritime Single Window System
The International Maritime Organization (IMO) has mandated the establishment of Maritime Single Window systems to facilitate the electronic submission, exchange, and processing of critical information related to the arrival, stay, and departure of ships. In compliance with this international framework, India has launched the MSW platform, aimed at consolidating statutory maritime declarations and FAL documentation into a unified digital framework.
Despite the launch of the upgraded MSW Marine version 2.0, named Sagar Sethu, recent reviews indicate that there remains a significant reliance on parallel submissions through email or manual methods. These practices undermine the intended goals of the digital system, prompting the new regulations to eliminate such exceptions.
New Regulatory Framework
All Port Authorities, along with Health, Customs, and Immigration officials involved in vessel clearance, are required to ensure that FAL Forms are submitted through the MSW 2.0 system. Key operational changes include:
- Pilot bookings and berth allotments will only proceed post-confirmation of FAL Form submissions through the MSW system, barring emergencies.
- Shipping agents must complete their submissions at least six hours before vessel entry, where feasible, to ensure timely processing.
- Parallel submission methods via email or manually are strictly prohibited unless required by law or due to system outages.
- The Indian Ports Association’s technical team will assist users with system access and onboarding processes.
- Nodal officers are tasked with monitoring compliance and promoting increased usage of the MSW portal.
As of June 15, 2026, electronic submission of arrival and departure FAL forms becomes a regulatory requirement, driving the maritime industry towards a more integrated digital future. The shift to the MSW system aims to not only streamline the shipping process but also enhance security and regulatory compliance across India’s maritime landscape.
Why It Matters
The transition to mandatory electronic submissions through the Maritime Single Window system marks a significant step for India’s maritime operations, potentially reducing administrative bottlenecks and improving turnaround times for vessels. For shipping operators and agents, compliance with these new regulations is critical to facilitate smooth operations at ports. As the maritime sector grapples with increasing digitalization demands, adherence to the MSW framework will be essential for maintaining competitiveness and operational efficiency. Stakeholders must remain vigilant during the transition phase to ensure seamless adaptation and integration into existing practices, optimizing the benefits of the new system.
