ABS and South Korea’s HD Hyundai Heavy Industries (HD HHI) have launched a joint development project to design a U.S.-flagged oil and chemical tanker with a deadweight capacity of 50,000 tons. This initiative signifies a deepening of U.S.-Korean shipbuilding cooperation, coinciding with Washington’s efforts to revitalize its domestic maritime capacity.

Project Objectives
Under the terms of the agreement, ABS will conduct thorough reviews of HD HHI’s tanker design to ensure compliance with ABS classification requirements and U.S. Coast Guard regulations. The focus of the project is to create a U.S.-flag compliant design that meets the varying demands of the U.S. shipping market.
Patrick Ryan, Senior Vice President and Chief Technology Officer of ABS, stated that this collaboration reflects their commitment to advancing practical solutions for future U.S.-flagged vessels, emphasizing safety as a priority. The initiative is expected to enhance operational readiness for U.S. maritime operators facing increasing regulatory scrutiny.
Industry Context
This announcement comes against the backdrop of the U.S. government actively seeking international partnerships to enhance its shipbuilding capabilities—an industry that has faced decades of decline in commercial vessel production. Notably, over the past year, HD HHI has established itself as a prominent foreign partner exploring opportunities within the United States.
In October 2025, HD HHI entered into a memorandum of agreement with U.S. shipbuilder HII to explore collective shipbuilding efforts, which feature both commercial and naval vessel programs. This development is part of a broader strategic focus on strengthening U.S. naval support in the Indo-Pacific through enhanced collaboration with allied shipbuilding nations.
Regulatory Landscape
As part of its role, ABS serves as a recognized organization for the U.S. Coast Guard, authorized to conduct statutory surveys and design reviews for eligible U.S.-flagged vessels. This allows ABS to facilitate compliance with the stringent regulatory framework governing the operation of such vessels.
While a construction contract has yet to be secured, the advancement of this U.S.-flag-compliant tanker design holds potential for attracting vessel owners seeking additional options within the U.S. market dominated by the Jones Act.
The Operational Read
This partnership between ABS and HD HHI reflects a significant trend in the maritime industry, where regulatory compliance and international collaboration are increasingly vital. For operators and charterers, the emergence of U.S.-flagged vessel designs not only presents opportunities for local compliance but also aligns with strategic governmental initiatives aimed at reinforcing domestic shipbuilding. Stakeholders should monitor developments in U.S. maritime policy and the potential for further collaborations that may impact operational readiness and market competitiveness in the coming years.
