The U.S. Coast Guard is set to launch its new digital mariner credentialing platform, Navita, which will go live on Monday, Sept. 14, 2026, at 8 a.m. Eastern. This modernization aims to transform how mariners apply for Merchant Mariner Credentials (MMC) and medical certificates amidst a significant backlog of applications caused by previous federal funding lapses.
The New System
Navita will become the primary electronic system for submitting credential applications, guiding mariners through the application process. It is designed to assist users in identifying application requirements, uploading necessary documentation, and submitting more complete applications. With this system in place, the Coast Guard anticipates a reduction in delays linked to incomplete submissions, ultimately allowing for more efficient processing of credentials.
Background of the Backlog
The implementation of Navita comes after the National Maritime Center (NMC) grapples with a severe backlog, which swelled to over 19,000 applications due to operational suspensions during the 2026 federal funding lapse. Despite a resumption of processing in May 2026, initial estimates indicated that completed applications could take between eight to twelve months for processing. However, through the introduction of measures such as surge staffing, these estimates improved, with delays then dropping to eight months in June and four months in July. Yet, application volumes remain high.
To assist mariners whose credentials expired during the backlog period, the Coast Guard has introduced temporary authorizations allowing them to continue sailing under the endorsements of expired Merchant Mariner Credentials while their renewal applications remain under review.
Changes to the Application Process
With the launch of Navita, several important changes to the NMC’s application process are expected. The existing Application Submission and Additional Information Portal, known as ASAP, will be retired, and the IASKNMC@uscg.mil email for inquiries will also be discontinued. Instead, communication with the NMC will be facilitated through a case-management function embedded within Navita, ensuring correspondence is centralized and directly linked to individual applications.
While the Coast Guard will still accept paper applications, there are plans to phase out this option within the next twelve months. Mariners are strongly encouraged to submit their applications via Navita, as the Coast Guard has cautioned that applications submitted by mail or in person will experience significantly longer processing times. Additionally, Regional Examination Centers (RECs) will continue to evaluate application documents during appointments but will not offer computers or internet access for online submissions.
Though Navita represents a significant step forward in the digitization of the credentialing process, the Coast Guard advised that the system will not immediately shorten processing times, as applications will continue to be processed on a first-in, first-out basis. Mariners are warned against submitting duplicate applications, as doing so will further compound delays.

While the promise of increased efficiency stands to benefit those vying for MMCs, the phased implementation means that immediate relief might not be forthcoming.
