The Port of Oakland, in collaboration with the U.S. Army Corps of Engineers, is advancing a significant $642 million project aimed at widening the harbor turning basins to accommodate increasingly larger containerships. This design agreement, signed on August 27, next positions the Oakland Harbor Turning Basins Widening Project into its Pre-Construction, Engineering and Design phase, crucial for the future construction efforts.

Project Details

The widening project plans to enhance both the Inner and Outer Harbor Turning Basins at the Oakland Seaport. Specifically, the Inner Harbor Basin is set to widen by 334 feet, increasing its diameter from 1,500 feet to 1,834 feet, while the Outer Harbor Basin will expand by 315 feet, growing from 1,650 feet to 1,965 feet. These alterations are designed to mitigate maneuvering restrictions for the larger vessels regularly calling at Oakland, ultimately yielding more efficient operational flows.

Strategic Importance

Maj. Gen. Jason E. Kelly, deputy commanding general for Civil and Emergency Operations at the U.S. Army Corps, emphasized the strategic importance of Oakland Harbor, describing it as a critical node in the U.S. supply chain. As shipping demands evolve, this project will play a pivotal role in ensuring that Oakland remains a competitive port city, capable of accommodating the shipping industry’s trends toward larger vessels and taller cranes.

The project also includes an environmental focus, with proposals to utilize suitable dredged material to support the creation of approximately 205 acres of wetlands, enhancing the ecological footprint of the construction efforts. This major infrastructure project builds on previous enhancements to Oakland’s navigation capabilities, notably the $433 million Oakland Harbor Minus 50-Foot Deepening Project completed in 2009, which deepened federal navigation channels from 42 feet to 50 feet.

The completion of the Chief of Engineers Report in 2024 marked a significant milestone in the planning process, paving the way for this design agreement and, subsequently, the construction processes.
