The Panama Canal Authority has declared a reduction in daily transit capacity effective from September 4, limiting the number of ships to 34 as it grapples with severe drought conditions. This announcement marks a significant shift from the previously stated commitment not to implement operational restrictions in 2026.
Current Capacity Restrictions
Under the new arrangement, the canal will facilitate nine daily slots at the Neopanamax locks and 25 at the Panamax locks. This adjustment follows a trend of declining capacities, as the canal anticipates a drop in transit availability to just 32 ships on September 15.
The canal has been operating below its optimal capacity, averaging 35 transits per day against a theoretical maximum of 40. The impacts of water scarcity have already forced the canal to lower the maximum draft for Neopanamax vessels, down from the designed ceiling of 15.24 meters to currently 14.94 meters. This has been phased in gradually, with further reductions remaining subject to ongoing weather assessments.

Impact of Drought Conditions
Panama’s rainy season extends from May to November, but the June rainfall recorded was 17% below average, which presents significant challenges. The Panama Canal Authority (ACP) has indicated that the intensity of the anticipated 2026-2027 El Niño phenomenon could further diminish inflows into Gatún Lake throughout the rainy season. This raises the specter of additional restrictions during the next dry season, defined by expected low water levels from January through April 2027.
The ACP’s administrator, Ilya Espino de Marotta, has indicated that future transit restrictions will depend heavily on rainfall patterns during the coming months. Historical precedent during previous droughts shows that crossings can drop significantly, with daily figures dipping as low as 22 during the 2023-24 drought.
Global Shipping Alternatives Diminished
Normally, operators have the option to reroute via the Suez Canal or the Strait of Hormuz to mitigate transit limitations. However, both alternative routes are currently compromised: the Strait of Hormuz has been largely closed to commercial traffic since late February 2026, due to escalated military tensions and the implementation of a costly permission regime by Iran. Similarly, the Suez Canal is experiencing major operational disruptions, with ongoing reports indicating transit levels are still about 60% lower than pre-2026 figures.
In response, shipping companies have increasingly diverted routes around the Cape of Good Hope, now positioning itself as the primary alternative, despite its additional transit time and associated costs.
Market Response and Pricing Trends
The immediate effects of these capacity limits are reflected in the marketplace, as shipping companies adjust strategies in response to dwindling availability. Notably, SK Gas recently secured a Panama Canal transit slot for its LPG carrier, G. SPIRIT, at $5.3 million—the highest price ever paid for a transit slot in the canal’s history. This trend of soaring prices underlines the current scarcity of shipping options and underscores how interconnected chokepoint dynamics can exacerbate operational and cost pressures for the wider shipping industry.
