Danish offshore wind developer Ørsted has successfully achieved full commercial operations of its 704-megawatt Revolution Wind project located off the coast of Rhode Island. This milestone follows a tumultuous development phase characterized by regulatory hurdles imposed by the previous U.S. administration, which sought to curtail offshore wind projects.

Project Overview

Revolution Wind, a joint venture between Ørsted and Skyborn Renewables, includes 65 wind turbines that have the capacity to generate enough electricity to power more than 350,000 homes across New England. The project reached this significant operational milestone in October, following the installation of its final wind turbine in September.

Regulatory Challenges

The development faced serious interruptions when the Trump administration ordered work to cease in August 2025 due to national security concerns. Although a federal judge permitted construction to resume, another suspension was issued in December as part of an effort to halt several offshore wind projects in the region. Ørsted countered this second suspension in federal court, advocating for the considerable investments already made, estimated at billions of dollars, following extensive federal permitting. Ultimately, a preliminary injunction from the court allowed work to continue.

Financial Performance and Future Prospects

While Revolution Wind is now fully operational, regulatory scrutiny continues. The U.S. Department of the Interior has sought permission to re-evaluate previously granted approvals regarding the wind farm’s construction and operational plans, introducing additional uncertainty for ongoing and future offshore wind projects.

Despite these challenges, Ørsted reports a positive outlook, with its overall operating performance improving. The company’s third-quarter earnings announcement revealed an increase in earnings before interest, taxes, depreciation, and amortization (EBITDA) that rose 19% to DKK 20.2 billion ($3.0 billion) year-on-year. This uptick was supported by favorable wind conditions, increased electricity prices, and output from newly operational offshore wind assets.

Behind the Headline

The completion of Revolution Wind represents a notable milestone for Ørsted, reflecting a resilience in the offshore wind sector against a backdrop of regulatory upheaval. For operators, the project underscores both the potential for green energy generation and the ongoing challenges posed by shifting regulatory landscapes. As the Interior Department examines existing approvals, attention will be drawn to how these decisions may impact not only the operation of Revolution Wind but also the future of new offshore wind initiatives throughout the United States. Stakeholders in the industry must monitor these developments closely, as they hold implications for project financing, operational stability, and overall market confidence in the renewable energy sector.
